Modern versions of pip install to the user site-packages directory
if the system site-packages directory is not writable.

Pinning the conda environment makes the installation fully
reproducible and prevents breakage due to stealth updates to the
underlying system site-packages.

celery group are now ordered by default

This consolidates one more hidden file/directory, to keep the
project root directory a little bit cleaner.

This is needed to enable Kerberos login on the cluster.
The Caltech sysadmins added this to the home directory, but it was
not under version control.

The autodoc_mock_imports is very complex and brittle.
