Sub-threshold iDQ log messages do not show the actual p(glitch)

Currently, there's no way for someone looking at the GraceDB page to know if the iDQ p(glitch) was just below the current threshold of 0.95, or if it was zero. This should be improved so that the max p(glitch) is shown, so humans can base their decisions with knowledge of whether p(glitch) = 0.90 or p(glitch) = 0, say.
