Playground oLIB events all have "unknown" data quality information

eg.: https://gracedb-playground.ligo.org/superevents/S190406ac/view/

Perhaps related to #121 (closed) and #120 (closed), but I don't think those two issues are the only problems. Other pipelines with event times long after the submission time (gstlal playground event S170817b has DQ info, even with 49501299 seconds latency) have DQ information.
