Subthreshold GRBs failing to be processed into external events

Subthreshold events are missing 'TrigID' in voevent .xml which is preventing them to be processed as external events. Some workaround is needed.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
