Reduce preliminary alert timeout to a minimal duration

Reduce the preliminary alert timeout to a minimal duration, perhaps 1 minute past the upload of the first event that is eligible for a public alert.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
