Automatically upload PE results to git repository

When an alert comes in, git repositories are automatically created in the pe/O3 namespace and it is up to the PE rota members to upload the results for the GWCelery online run. I think it would be a good idea to write another task in lalinference.py which automatically uploads the results to the git repository when the run has finished. This would not be difficult to implement. The only thing we would need is a personal access token. @vivien @soichiro.morisaki

To upload designs, you'll need to enable LFS and have admin enable hashed storage. More information
