Pip's uninstall temporary directories are left in site-packages on cluster

(originally reported under the title "Self reported list of Installed Pacakges malformed")

The gwcelery (0.8.3) production deployment landing page (https://emfollow.ligo.caltech.edu/gwcelery/) shows a number of malformed package names at the top of the list,
