skymap projections, p_astro.json, and em_bright.json were not made public upon queuing update alert
https://git.ligo.org/emfollow/gwcelery/blob/master/gwcelery/tasks/orchestrator.py#L611-615 seems to suggest that it should be public. Perhaps this hasn't been deployed yet?
