Update notice should produce an UPDATE Circular template

I used the flask interface (https://emfollow.ligo.caltech.edu/gwcelery/) to issue an Update for S190901ap, selecting the new sky map file (lalinference.v2) along with the previously-used classification and p-astro files. The Notice went out fine, but the Circular template text that put into GraceDB is for an Initial Circular, not for an Update Circular: https://gracedb.ligo.org/apiweb/superevents/S190901ap/files/update-circular.txt,0 . (Fortunately, it was obvious when I read the text and I was able to construct an Update Circular by hand.)
