Incorporate RAVEN into the alert system

We need to modify the current alert system so that coincidences reported by RAVEN with coincidence FAR/pipeline FAR that are beyond threshold are released immediately to the public, using as much of the current alert system as possible

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
