Revive automated skymap comparison

This was introduced by Reed in O1/O2. OTher tools might exist to do similar studies (eg Aladin). But we need to have something in place that is automatic.

@erik-katsavounidis @shaon.ghosh @leo-singer @stuart.anderson @roberto.depietri @luca-rei in the review we developed a tool here for an interactive sky map comparisons. By clicking on the event item you can read the sky coverage and the intersection with the previous sky map. The pop-up info is located to the maximum probability pixel. Do you find it suitable for such issue?

The audio is a bit much.

you can remove it by uncheck the box on the top of the page.

However an excellent job of BAYESTAR emerges from this tool when we compare it with LALInference.

@erik-katsavounidis I've been working on sky map comparison in context of RAVEN, i.e. once both skymaps are available calculate the spacetime coincidence FAR (in a future merge request create a comparison .png) and create a combined sky map if also an alert. This merge request should posted in the next couple of days.

@brandon.piotrzkowski when the combined sky map is ready, we can added it in this tool for an interactive visualization.
