compare superevent labels instead of event labels before sending second prelim

Before sending the second preliminary, check the if ADVNO or DQV has been applied to superevent.

When revising the preferred event after GCN_PRELIM_SENT is applied, update the preferred event. Current code, selects the preferred event and sends the alert but does not update the preferred event.
