Preliminary issued without being present the label ADVREQ

There is the possibility of preliminary sent without the presence of the label ADVREQ. That may leed to a preliminary without having the RRT or the ADVOCATE being informed. That sould be made impossibile or a ADVREQ should be immediatly applied.

No PRELIMINARY shoudl be sent in case the ADVNO or the ADVOK label is present.
