Consider apply ‘ADVREQ’ even if no G-event are yet complete

Currently, the ‘ADVREQ is applied using the same condition of the label 'EM_Selected'. Since the criteria for which a preliminary alert should be submitted does not involve the technical condition that all the data products needed for sending an automatic alert are already present I may be considered to decouple the two status and trigger the ‘ADVREQ’ label even if the event is not ready to be submitted as a preliminary alert. This may be useful, in case (for technicals problem ore when +100 G-Events land on graceDB) of long latency for having event marked as complete, to have advocate receiving alert phone call promptly.
