Add label functionality into the orchestrator so that state can been seen in gracedb

The approval process for events is nicely implemented as a graph (canvas), but the success of each step needs to be captured into gracedb so that it can be used in queries.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
