Fix Ingestion of Subthreshold Fermi GRBs

Querying on Gracedb (https://gracedb.ligo.org/search/?query=SubGRB&query_type=E&results_format=S), we haven't ingested a Fermi Subthreshold GRB since 02-29-2020 . This needs to be investigated and fixed so that we can once again run RAVEN on these events.

This issue will be resolved once:

  • we are once ingesting new subthreshold GRBs as expected
  • we prevent existing GRBs to be appended to by subthreshold GRBs
