Fix various bugs concerning downloading/creating external sky maps

There seem to be several bugs where sky maps aren't created/downloaded correctly, detailed in Sentry. These include:

• ValueError exception not being caught correctly
• Missing field or incorrect loading of url
• Sky map not being found in HEASARC database (likely due to a high delay)
• Detchar failing prevents sky maps from being created
