Upload External MDC events

Currently RAVEN runs on MDC Superevents, searching for real external events (example: https://gracedb.ligo.org/superevents/MS220111t/view/). However we should also inject MDC external events in order to periodically test the entire end-to-end RAVEN pipeline. This will involve launching separate searches looking for MDC events/superevents whenever RAVEN is running on a MDC superevent/event. This ability to perform a separate MDC-only search was introduced in ligo-raven 2.0.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
