Request_disk mandatory in Condor submit files

Following https://git.ligo.org/computing/sccb/-/issues/840 we do need to change "Condor" submission following request_disk a mandatory SUBMIT_REQUIREMENT for LDG and IGWN Condor job submission.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
