Virgo DQ veto streams are commented out from check_vector config before engineering run

Revert !196 (merged) to uncomment once Virgo implements the DQ veto streams (V1:DQ_VETO_*) into llhoft.

Update August 8th, 2018: This was originally slated to be complete by the September OPA, but the Virgo folks now say it won't be ready until the engineering runs.
