Add RAVEN to O3 replay MDC search

Currently RAVEN runs on the MDC events uploaded to playground created from a O3 h(t) data stream but will never find a coincidence. We can create coincidence by modifying first2years_external.py to create an additional IGWN alert listener to standard events uploaded to playground.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
