DQR_REQUEST should be applied after superevent is cleaned up

Currently, DQR_REQUEST is applied before the call to clean up the superevent is executed. In the above screenshot, the Detchar team will get the event M357796 as the preferred event, when the intention is to use the M357803.

Solution: Move the application of the DQR_REQUEST after updating the preferred event clean up.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
