Check for packages published in PyPI but not yet approved by SCCB.

No automatic check in place for packages published in PyPI but not yet approved by SCCB. This is relevant because GWCelery requires additional packages on top of the official Conda environment (which is approved). Since this is a possible pathway for unapproved packages to sneak into production, a manual check should be added to the release checklist.
