oLIB and MLy VOEvents do not have central_frequency and duration values

oLIB voevents currently have the mean frequency, while MLy voevents don't have duration or anything involving frequency. This is understood behavior, but I'm not sure what the correct path forward is.

For oLIB, do we want to

Change the Kafka notices to only show the mean frequency for oLIB?
Open a MR with gracedb to add both duration and central frequency params to VOEvents?

For MLy, should we open a MR with gracedb to add duration and central frequency to voevents, even if we're not sure they'll be running at the beginning of O4?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
