INJ label should also prevent preliminary notice from being sent

Under current implementation, only DQV prevents a preliminary notice from being sent (https://git.ligo.org/emfollow/gwcelery/blob/master/gwcelery/tasks/orchestrator.py#L307, introduced in !267 (diffs)).

This means that these events (S181015f, g, h) have both INJ and GCN_PRELIM_SENT labels: https://gracedb-playground.ligo.org/search/?query=INJ+%26+GCN_PRELIM_SENT&query_type=S&results_format=S (this is bad).
