Add certificate check to nagios

Checking if our certificate has expired with nagios would catch events like the certificate expiring on production today. We could even maybe emit a warning instead of an error if the certificate is within 3 days of expiring or something.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
