PASTRO_READY label needs to be applied when SPIIR uploads their files

Currently there are events that don't become completely annotated due to the lack of a PASTRO_READY label being applied as SPIIR uploads their respective p_astro file: https://gracedb-playground.ligo.org/events/G1015363/view/

The current modus operandi is for pipelines to add this label when they upload their own file.
