Include early warning events in superevents

During O4a we are only adding early warning events to superevents when they pass the public alert threshold. This was a shortcut taken because we did not have the time to make the necessary changes to create superevents for early warning events which don't send low significance alerts. This issue is to track this feature that we want in O4b.
