Use central time in targeted subhthreshold search
We've been given a direct request from Fermi folks (Josh) to use the central time in the targeted search when performing the RAVEN query:

@Brandon Piotrzkowski at GBM's internal meeting we discussed using the start time (trigger_time) vs central time ( trigger_time + 0.5 * rate_duration
) for applying the[-1 sec, +11 sec]
selection window for GBM targeted search alerts going into RAVEN. We agreed that it's best to use the central time because it's well defined by the peak emission for subthreshold transients. The start time isn't well defined for lower signal-to-noise ratios given our relatively large backgrounds. Would you be able to incorporate the change from start time to central time in RAVEN for the GBM targeted search alerts?
