RapidPE results are uploaded ~5-10minutes after the condor job finishes

Once RapidPE-RIFT completes the calculation and the pastro files are generated, it takes about 5-10 minutes for the pastro file to get uploaded to gracedb. @daniel.wysocki investigated this and found that this is coming from retry_backoff_max=600 set here and used by condor.submit. Is there a way to set retry_backoff_max to a smaller number (maybe 10s) for the condor.submit job for RapidPE-RIFT here.
