Block Test INTEGRAL events on production server

Based on a recommendation, we should starting blocking group='Test' INTEGRAL event on the production server since this triggering detchar checks of very old data and not the best use of computationational resources.

Note that this is an extension of #437 (closed) and #561 (closed)
