Add nagios check for data streaming

This has bit us a few times, where the live /dev/shm/kafka stream has broken for various reasons, and affects the live detchar checks as well as the automatic generation of omegascans.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
