Implement the backup data discovery method on emfollow* machines

Data discovery currently fails once the data buffer (currently 1 hr) expires. This is because of the absence of nds2 client. This is not currently RPM packaged, and an alternative should be thought of. Related computing helpdesk ticket: https://git.ligo.org/computing/helpdesk/-/issues/5122
