Online PE broken by accounting group user

Online Bilby is not able to submit jobs to condor currently. There are two references to @soichiro's now inactive account in the Bilby setup that need to be changed, e.g., https://git.ligo.org/emfollow/gwcelery/-/blob/main/gwcelery/tasks/inference.py?ref_type=heads#L265.

@deep.chatterjee @cody.messick is there still time for a fix to this to be applied before O4b starts?
