Create a mattermost channel with our Nagios alerts

This is so that more people can have eyes on the Nagios/Icinga monitoring, to catch issues that show up while e.g., the librarians are asleep. This happened with the outage today (2024-06-25) when the certificate, which renews at midnight Pacific, broke and left us unable to communicate with GraceDB for ~6 hours.
