Fault tolerance for superevents and external triggers workflows

LVAlert The handlers in gwcelery.tasks.superevents and gwcelery.tasks.external_triggers make a bunch of synchronous GraceDb calls. These should be rewritten as Celery canvases so that any failed GraceDb request are automatically retried.
