Change criteria for HIGH_PROFILE not been applied for very far BBH

The operation chairs requested the study of the possibility of not applying the HIGH_PROFILE label in cases of BBHs trigger at a distance greater than 1 Gparsec with a chirp mass greater than 50 Msun.
