Add PE quota to all non-production instances

Currently we have a maximum number of BBH analyses that can run on playground concurrently to avoid saturating our allocation of nodes.

I noticed that no playground jobs have been running for about a day due to test triggers being present. I suggest we change this line to enforce this logic for every gracedb instance that isn't gracedb.ligo.org.
