Start parameter estimation whenever the far of one of the events contained in superevent is lower than the threshold

Since the preferred event is selected based on SNR, it is possible that automatic PE is not started even if the FAR of one event in superevent is lower than the threshold. Instead, we should start PE whenever one of the events included in superevent has FAR lower than the threshold.
