Triple coincidence superevents should not have DQV applied if only one detector has bad data
As requested by detchar group:
think on and circle back to the low latency R&D and DetChar groups about applying a DQV to coincident triggers where there is still a coincident trigger after removing the vetoed detector (i.e. vetoing a HLV trigger when only H is affected)
