WIP:P_astro for gstlal: version approved by reviewers
P_astro for gstlal now ensures that the terrestrial count is dynamically changed based on the choice of threshold used to normalize the foreground and background distributions. This is the version approved by the reviewers: Greg Mendell and Alan Weinstein.
