Update Raven version; EM_COINC applied in gwcelery now

Ligo-raven version 1.15 changelog

Version 1.15 is meant as the definitive version for review and fixed many long-standing bugs. One change was to move the ability to apply EM_COINC to gwcelery in order to prevent future potential race conditions (if we use a EM_COINC label lvalert to trigger pipelines) and to prevent casual use of ligo-raven to trigger alerts in gracedb.
