Modify coincidence far call

Brandon Piotrzkowski requested to merge brandon.piotrzkowski/gwcelery:nosnewsfar into master

There are three sets of improvements here:

  1. Block calculation of a joint FAR for SNEW-GW coincidences (decision of RAVEN review committee, suggested by @tito-canton )
  2. Get sky map from the superevent since there will be support for subthreshold annotations
  3. Reduce a poll to gracedb by changing the arguements to superevent/event dictionaries
