GCN circulars PyCBC reference hyperlink is incorrect

I have noticed that recent GCN circulars that report detections cite PyCBC with the seemingly correct citation, but the DOI hyperlink directs to the MBTA paper (not sure how far back this issue goes).

I believe the expected DOI link based on the citation would be https://doi.org/10.3847/1538-4357/ac2f9a
