Load values from provided files if given

There was a suggestion from gwcelery#666 to load directly from files rather than the VOEvents since these filenames are readily available here.

We had complications from before with there being differences between the latest files and the information in the VOEvent, correcting this by always going with the VOEvent information. Going back to a file method, even if synced up in the orchestrator.py, makes me a bit nervous still.

I could see a benefit in the case where we are trying to find whether RapidPE create the p_astro values and looking for the CGMI file in !187 (merged), so perhaps this should be pushed for in the next release.
