Circulars mention GCN notice but not SCiMMA

Circulars contain a couple of lines like the following

Two sky maps are available at this time and can be retrieved from the GraceDB event page:

• bayestar.multiorder.fits,0, an initial localization generated by BAYESTAR [5], distributed via GCN notice about 31 seconds after the candidate event time.
• bayestar.multiorder.fits,1, an initial localization generated by BAYESTAR [5], distributed via GCN notice about 5 minutes after the candidate event time.

These skymaps were not just distributed via GCN notices, they were also distributed via SCiMMA notices. I don't know that we need to list both, but I think if we don't that we should drop the explicit mention of GCN as it minimizes SCiMMA's involvement.

Yeah I think the most straightforward path is to drop the GCN from the current wording since this is no longer exclusive, although we need to think about the details.

I see at least a couple of options here:

1. bayestar.multiorder.fits,0, an initial localization generated by BAYESTAR [5], distributed via notice about 31 seconds after the candidate event time.
2. bayestar.multiorder.fits,0, an initial localization generated by BAYESTAR [5], distributed about 31 seconds after the candidate event time.

@cody.messick let me know if you have a preference here, or a different suggestion entirely.

Both are too vague.

Should we mention both GCN and SCiMMA, or do you have another suggestion in mind? I'm open to changing to whatever is the most clear.

How about:

1. bayestar.multiorder.fits,0, an initial localization generated by BAYESTAR [5], distributed via GCN and SCiMMA about 31 seconds after the candidate event time.

maybe GCN and SCiMMA notices ?
