Sky localization updates should say sky map is distributed by SCiMMA as well as GCN

In ligo-followup-advocate 1.3.0, almost all mentions of GCN notices have been changed to say GCN and SCiMMA notices. However, the sky localization update text didn't get that change: cases 4 and 6 in https://dcc.ligo.org/P2300108-v10 still say the Bilby sky map is "distributed via GCN Notice" without mentioning SCiMMA.
