Consider supporting EarlyWarning only circulars

We recently saw a circular fail that only contained search='EarlyWarning' events.

We should consider whether we are okay with this failing or finding a way to fix this in the future. Another possibility is to display a more obvious error (e.g. 'No post-merger events available').
