Make SPIIR display as uppercase in Circular text

Currently, the Circular text calls the pipeline 'spiir' because that is how it is recorded in GraceDB. However, the team would like it to be displayed as 'SPIIR'. There is already a bit of code to translate 'gstlal' and 'pycbc' for better display, so I'll do that for SPIIR too.
