Subthreshold RAVEN circulars should discuss joint GW+GRB skymaps

RAVEN circulars reporting detections of subthreshold GW triggers coincident with GRBs should also discuss and provide joint skymaps, similarly to what the above-threshold RAVEN circulars do.
